I've played on Xbox360 twice, and I love its gamepad! Is it possible to use this device on PC?

Yeah it is. If you wanna use a wired controller, you can plug it right into one of your PC's USB ports. If you're using a wireless controller however, you have to buy a special wireless receiver that'll make your PC recognize the controller, as well all other Xbox 360 wireless accessories.

I wish I could use the xbox360 pad as a mouse for my laptop. If there is any way it's possible let me know...

The Xbox 360 controller uses a new DirectX API, called XInput (which was designed for the 360), for communication between the controller and the game. However, a lot of PC games use the older DirectInput standard. Some PC games use DirectInput while their corresponding 360 versions obviously use XInput, meaning your 360 controller on your PC sometimes doesn't (completely, like no rumble) work.
Fortunately, you got the Xbcd 360 (http://xbcd360guide.50webs.com/) drivers. They included all the options MS didn't add (like deadzone control) and it makes older games work. If it's still a no-go, try controller to keyboard mapping software like Xpadder (http://www.xpadder.com/) (free) or Pinnacle Game Profiler (http://www.pinnaclegameprofiler.com/) (paid).
I came here to say what Rafe already said. XBCD ftw. Rock on.

I bought the 360 wireless gamepad for my PC it works fine with some older games. I am having trouble with it working right with Marvel Ultimate Alliance a game I thought would let me test out the controllers capabilities. The buttons don't do what they are assigned to do in the game. ex. 'A' button nothing 'B' button does what 'A' button is supposed to do. Tried contacting the games publisher but got the run around. Anyone who can help me solve the problems? Any help would be appreciated. I bought the controller to use with my pc and future Xbox 360. Thanks

XBCD lets you map button, that's a start.

Microsoft doesn't support it for the wireless controller except via their horribly expensive custom peripheral.
The wired are just plug&play.

€20 what.. that's a huge investment indeed...
You can either buy a €35 wired Xbox 360 controller or buy the €20 peripheral and use the controllers you already have :)

maybe it hung itself on the wires and that's why wireless is better, it prevents console suicide
