"Good ole Ken" is just stirring the pot before he leaves for good.
Of course there are plans for PS4/5/6/99999 etc. Its what happens with technology. It evolves. Every few years or so there is some "new" and "innovative" bit of tech that neccesitates an overhaul. I would guess he just wants to see his face as the man who brought us PS1/2/3 and even though he'll be long gone by then, he also started the ball rolling for PS4/5/6 etc.... one last moment to shine type of thing.

But get serious guys. The writting is and always has been on the wall. When companies are making literally BILLIONS of $$$$ per year, of course they're going to want to improve their product.
