I joined the forums a long time ago and theres something I can't remember - when a new user registers do they have to click a link in their email account before they can start posting?
Because at the moment there are only spammers joining as new members is there any way a temp rule can be place that only allows a new member to only make 1 post until they've been approved - or use the (COPPA) Users Awaiting Moderation thing. I know that the Coppa is when someone needs to be moderated if they are under a certain age, but when you are moderating new users it can also place them here until they've been approved.

Can we have something like that but make it first 2 posts? Is that do-able on Vbulletin - anything to do with the Visitor Messages Awaiting moderation in the Control Panel?
