I think it depends where you redeem the code.
The place i redeem codes is on the xboxlivemarketplace slide, then redeem code. I entered codes into another place before and they didnt work.
Plus your American so theres no excuse for it not working since its an American competition.

If you really want a free month I think you can create 3 Xbox Live accounts and they'll each get a free month, after that it'll stay at silver level.
